The legal position, stated plainly
The General Commercial Gaming Regulatory Authority (GCGRA), established in September 2023, licenses commercial gaming in the UAE. Its remit covers the national lottery operated by The Game LLC, commercial gaming licence categories including the land-based licence at Wynn Al Marjan Island in Ras Al Khaimah (scheduled to open September 2027), an Internet Gaming licence, and a Sports Wagering licence. To date a single operator has been authorised for online gaming, and that licensed product is geolocation-restricted to players physically inside the UAE and limited to 21+.
Everything outside that licensed perimeter remains a criminal offence under Federal Decree-Law No. 31 of 2021 (the Crimes and Penalties Law), in force since January 2022. The criminal law is federal and identical in all seven emirates — no emirate, Dubai included, is more permissive. Every casino listed on this site is licensed offshore, by bodies such as the Curacao Gaming Authority, the Anjouan Gaming Board or the Malta Gaming Authority. None is licensed or approved by the GCGRA, and none should be read as legal in the UAE. Where the GCGRA self-exclusion programme reaches, and where it stops
The GCGRA runs a Voluntary Self-Exclusion programme, and the UAE Responsible Gaming Alliance supports awareness work around the licensed market. It is important to understand the limit: that programme applies to GCGRA-licensed gaming. It does not reach offshore websites. If you have self-excluded through the GCGRA, an offshore casino is not an alternative and must never be treated as one — the exclusion exists to protect you, and playing around it undermines the only decision that was working in your favour.

The controls worth setting on day one
